In an effort to streamline processing, the Bureau of Educator Standards and Certification will no longer require the submission of an ED174 Form – “APPLICATION FOR SUBSTITUTE TEACHER AUTHORIZATION FOR CANDIDATES WHO HAVE NOT COMPLETED A BACHELOR’S DEGREE”. The following waiver process must be completed and submitted by an authorized Human Resources designee to hire a daily substitute without a bachelor’s degree. Failure to successfully complete the process will jeopardize the hiring district’s compliance with Sec. 10-145d-420 of Connecticut’s Regulations Concerning State Educator Certificates, Permits and Authorizations.
